Buying warehouse and highway-front land in Punjab
What a logistics buyer has to establish before a highway-front parcel in Punjab is worth a site visit: CLU status, container approach, PSPCL load, the corridor, and boundaries checked on satellite against the jamabandi.
What has to be true before a highway-front parcel is worth a site visit?
Five things decide whether a highway-front parcel in Punjab is worth pursuing: the revenue entry and CLU position, usable frontage and the approach a trailer can turn into, sanctioned power load, the corridor the land sits on, and a satellite boundary that matches the jamabandi. Establish all five on paper first.
None of the five is expensive to check and each can kill a deal on its own. A parcel with 400 ft of frontage but no approved approach is a farm, not a logistics site. One with clean approach but an agricultural entry and no CLU route is a two-year project, not a six-month one.
- Revenue entry: is it agricultural in the fard, and what does the khasra girdawari say
- Approach: width, turning room, culvert load limits and overbridge height
- Power: sanctioned load in kW and distance to the nearest 11 kV line
- Corridor: who the freight tenant on that road actually is
- Boundary: satellite polygon reconciled against khasra numbers and acreage
Is the land agricultural, and will you need CLU?
Most highway-front land in Punjab is still recorded as agricultural in the jamabandi, so a warehouse on it needs change of land use permission before construction. Pull the fard and the khasra girdawari first. The girdawari shows what the land is actually used for, which is what the department reads.
Change of land use is dealt with under the Punjab Regional and Town Planning and Development Act, 1995, and the file goes to the authority with jurisdiction over that land. In practice that means PUDA and its regional authorities, GMADA around Mohali, Kharar and Banur, the Bathinda authority in the Malwa belt, and the Patiala and Ludhiana authorities on their side of the state. Land outside a development authority or municipal limit is generally routed through the District Town Planner. Industrial and warehousing proposals can also be filed through the Invest Punjab Business First portal, which is the state's single-window route.
Land already zoned industrial or mixed use in a notified master plan is a far easier file than land in a farming belt. The revenue entry also decides who is allowed to sign the sale deed, because FEMA rules restrict NRI and OCI buyers from acquiring agricultural land. Confirm the jurisdiction, the route and your own eligibility with an advocate or town planner before you pay a token.
How much frontage and approach does a godown actually need?
A godown that receives 40-ft containers needs more than road frontage, it needs a turning approach. Look for at least 100 ft of usable frontage on a parcel of 5 acres or more, a service road or approved access, and enough setback depth inside the gate for a trailer to swing.
A new approach off a national highway needs access permission from the highway authority, NHAI on a national highway and the state PWD or B and R wing on a state highway. The building line and setback from the highway boundary are fixed by that authority and the applicable control rules, not by you. Check the physical route the trailer takes to the gate as well. Canal minors and distributary culverts across Malwa often carry a load limit, and the rail overbridges around Bathinda have height limits a container cannot argue with. For scale, frontages on projects we sell run 85 ft at Pushpa Square on Bathinda's Ring Road and 400 ft at Maya Garden Trillium on NH-7.
What power load does the parcel actually have?
Ask for the sanctioned load in kW and the distance to the nearest 11 kV line, not just whether power is available. A dry-storage godown runs on lighting, a few dock levellers and office load. Cold storage, sorting lines or an ice plant push you into a high-tension connection, which changes both cost and timeline.
PSPCL sanctions and extends load, so the real question is how far the nearest suitable line runs and what the extension costs. Take the existing sanctioned load from the seller's bill, not from conversation. Ask about firefighting water storage, monsoon drainage off a flat 5-acre roof, and whether the shed roof justifies rooftop solar under the net metering rules in force. Confirm the current charges and connection conditions with PSPCL before you build them into a budget.
Which corridor should a Punjab warehouse sit on?
The corridor decides who your tenant is. NH-5 between Ludhiana and Chandigarh serves Tricity distribution and last-mile e-commerce. NH-7 through Bathinda and Patiala serves the cotton belt, agri inputs and the wider Bathinda refinery and industrial catchment, though the refinery itself sits off the Talwandi Sabo road rather than on the highway. The greenfield Amritsar to Jamnagar corridor, built under Bharatmala, crosses Bathinda district and serves long-haul freight moving towards Gujarat.
Highway numbering on local signage does not always match the current official number, and sellers near Bathinda still quote the greenfield alignment off old drawings, so check the number and the access points against the highway authority's published alignment before either goes into a lease listing. Below the national highways sit the local roads: the Bathinda-Muktsar Road and the Mansa-Barnala Road serve district and regional distribution, while the Rajpura and Banur belt serves Tricity-adjacent distribution. That is a different tenant and a different rent conversation.
How do you verify boundaries and acreage before a site visit?
Compare three things before you travel: the satellite polygon on Jameen Deal, the khasra numbers on the fard from the Punjab land records portal, and the musavi or village map. If the polygon and the record disagree on shape or area, ask for a nishandehi, the demarcation a revenue official carries out on site.
Reconcile the units too. Punjab revenue records are written in kanal and marla, sellers quote acres, buyers from the Tricity think in gaj. One acre is 4,840 sq yd or gaj, 8 kanal, or 160 marla, so the 6.15-acre NH-5 parcel is about 29,766 sq yd, or 49 kanal 4 marla. If the fard total and the brochure figure do not reconcile in both units, something is missing, usually a strip taken for road widening or a share held jointly.
What does highway-front land cost in Punjab?
A 6.15-acre parcel on our list, on NH-5 between Ludhiana and Chandigarh near Kharar, is priced at Rs 3.65 Cr. That works out to about Rs 59.3 lakh an acre, or roughly Rs 1,225 per sq yd. Highway-front rates move with frontage width, approach quality and distance from the nearest city, so treat any single figure as one data point rather than a benchmark.
Budget separately for what sits on top of the headline figure. Stamp duty, the registration fee and the cesses charged on a sale deed are notified by the state government and are revised from time to time, so take the current number from your advocate or the sub-registrar, not from a rate you read last year.
The buyer also carries a TDS obligation, and it is not one rule for everybody. Where the seller is a resident, deduction falls under section 194-IA once the consideration crosses the notified threshold, currently Rs 50 lakh, and land that qualifies as rural agricultural land sits outside that section altogether. Where the seller is a non-resident, deduction falls under section 195 instead, there is no Rs 50 lakh floor, and the rate, the lower-deduction certificate route and the return you have to file are all different. Have a chartered accountant confirm the section, the rate and the form for your specific transaction before the registry date. Then add CLU fees, boundary wall, levelling and the approach road.
Should you buy land or lease a ready godown?
Buy land when you need a specific spec, a long horizon and control of the asset. Lease a ready godown when you need capacity this quarter. Punjab Roots Realty handles both through the commercial and warehousing page: built-to-suit sheds from 5,000 sq ft and land parcels from 1 acre, on lease or outright purchase.
A build-to-suit lease moves the CLU, the power connection and the construction risk to the developer, and the rent reflects that. Buying moves all three to you and leaves you with a registered asset. A common middle path is to lease a ready shed near Rajpura or Mohali for capacity this quarter while a bought parcel on NH-5 or the Bathinda corridor goes through CLU in parallel. Send the size, power load, city and timeline through the warehousing requirement form on the commercial page.

Common questions
Can an NRI buy warehouse land in Punjab?
Under the FEMA rules an NRI or OCI card holder may buy immovable property in India other than agricultural land, a farmhouse or plantation property, so an industrial or commercial parcel is generally allowed while a parcel still recorded as agricultural is not. Property inherited from a person resident in India is treated differently. Since most highway-front land in Punjab is still recorded as agricultural, check the revenue entry before planning the purchase, and confirm your position under FEMA with a qualified professional.
How many square yards are in an acre in Punjab?
One acre is 4,840 sq yd, which local buyers call gaj. In Punjab revenue records the same acre is 8 kanal or 160 marla, with 1 marla equal to 30.25 sq yd. A 6.15-acre parcel is about 29,766 sq yd, or 49 kanal 4 marla.
Does a highway land parcel need a RERA number?
A single land parcel sold by its owner is not a promoted project, so in most cases it carries no RERA registration and you should not expect one. Registration is required for promoted plotted colonies and buildings above the statutory threshold, broadly where the area exceeds 500 sq m or there are more than eight units. Where a project we sell has a number we publish it, such as PBRERA-BTI08-PC0390 for Pushpa Square. If you are unsure whether a particular sale needs registration, ask an advocate.
How long does change of land use take in Punjab?
There is no timeline we will promise, because it depends on the district, the master plan zoning, whether the file is complete and whether the parcel already sits in an industrial or mixed-use zone. Ask for the zoning first, since that single fact separates a straightforward file from a long one. Verify with a town planner.
